Fashion of waste: Panipat in Haryana emerges prime destination of global textile scraps

The harsh sun of the Atacama Desert in Chile beats down on an unnatural landscape. This region is famous for being one of the driest places on earth. 

However, the shifting dunes are no longer just made of sand. They are made of neon sweaters, discarded jeans, and fast-fashion garments. Many of these items still have their original price tags attached. 

This is the global fashion graveyard, a sprawling wasteland of over 60,000 tonnes of discarded clothing. The site is now massive enough to be seen clearly by satellites in space.

Price of excess  

Every single second, the equivalent of an entire garbage truck full of clothes is dumped or burned worldwide. Global fashion production has doubled in recent decades to meet the demands of a modern throwaway culture. 

Wealthy nations regularly export their excess inventory and used clothes under the guise of international second-hand trade. Millions of items pass through major ports, but a massive portion is deemed entirely unsaleable. Because municipal landfills refuse to accept chemical-laden textiles, trucks dump the garments illegally in the open desert. This converts unique natural ecosystems into accidental sacrifice zones.

Shoddy yearn capital 

Thousands of miles away, a different version of this crisis plays out across India. The country generates approximately 7,800 to 8,000 kilo-tonnes of textile waste every single year. This massive total represents roughly 8.5% of the entire global volume of clothing waste. 

Official data indicates that over 90% of this material originates directly from domestic sources, including factory scraps and household disposal. The remaining portion arrives as imported rags and second-hand clothing from Western nations.

The industrial hub of Panipat, Haryana, acts as the primary destination for these global textile scraps. The city is known as the “shoddy yarn capital” of the world. In Panipat, generations of informal workers spend long hours manually sorting mountains of garments by color and condition. They rip the fabrics apart to spin them back into cheap recycled blankets and yarn. India actually successfully recovers, reuses or downcycles about 59% of its total textile waste through this vast informal network. 

However, the system is reaching its breaking point. More than 40% of all domestic post-consumer clothing still ends up dumped directly into mixed municipal landfills.

Fast fashion side effect 

The environmental toll of this fast-fashion addiction is devastating for local ecosystems. Roughly 60% of modern clothing is made from synthetic polymers like polyester, nylon, and acrylic. 

These materials are essentially plastics derived from fossil crude oil. While a simple natural cotton shirt requires more than 2,600 liters of water to produce, it decomposes relatively quickly. Synthetic garments take between 200 to 800 years to break down in the environment. As they sit under the sun, they degrade into toxic microplastics that contaminate groundwater and agricultural soil.

To make matters worse, open-air burning is common in informal dumping yards. When clothes treated with heavy metals, synthetic dyes, and waterproofing chemicals are set on fire, they release toxic fumes and greenhouse gases. The global fashion industry accounts for up to 10% of total worldwide carbon emissions. This total is larger than the emissions of all international flights and maritime shipping combined. Furthermore, washing these low-quality synthetic textiles releases half a million tonnes of microfibers into the oceans each year.

Demand for producer responsibility 

Global movements are pushing for extended producer responsibility laws. These rules force large fashion brands to finance and manage the entire lifecycle of their products. Meanwhile, innovative local businesses are creating high-quality yarn out of textile waste without using water or harmful dyes. However, technological fixes alone cannot completely solve a problem driven by pure overconsumption. True change requires consumers to step away from short-term trends, purchase fewer items, choose natural fibers, and extend the lifespan of the clothes they already own.
